The 37-year-old driver of the second car, a VW Passatt, refused ambulance treatment and was discharged at the scene.
Police said he is co-operating with the investigation and nobody has been arrested.
Officers are now appealing for witnesses.
Det Sgt Paul Hughes, from West Midlands Police’s serious collision investigation unit, said: "Our thoughts are with the victim’s family who are being supported by one of our specialist family liaison officers.
"I would appeal directly to anyone who witnessed the collision and hasn’t already spoken to us to make contact, in particular any other motorists who may have captured the incident on dashcam."
A West Midlands Ambulance Service spokeswoman said: "Ambulance crews arrived to find a serious RTC involving two cars.
"One driver, a woman, was in a critical condition being cared for by police officers.
"Ambulance staff worked as a team to rapidly remove her from the car to commence advanced life support on scene before she was taken on blue lights to Queen Elizabeth Hospital Birmingham.
"Sadly, despite their best efforts, nothing could be done to save the woman and she was confirmed dead a short time later at hospital.
"The driver of the second car, a man, declined ambulance assessment and was discharged on scene."
