Help the homeless don’t fine them

Oxford council is proposing fining rough sleepers £2,000. Someone at the town hall hasn’t thought this through. By definition rough sleepers are transient, without funds, friendless and forgotten, so where pray, are they going to get £2,000 from?

If they had it, or a fraction of it, don’t you think they would book in to a low cost shelter, or B&B? The reason mooted is they are "detrimental to the quality of life of those in the locality". Might I suggest that what seems detrimental to Oxford’s quality of life is the mind-set of the councillors who came up with this world beating concept.

Practical help wouldn’t come amiss, or is this too easy?
