Bill Etheridge to face disciplinary panel over Facebook rants where he called Dudley's Labour group 'a procession of imbeciles'.
Bill Etheridge is set to appear before Dudley Council's ethics committee over claims he made 'derogatory, disrespectful, threatening and inflammatory' comments about Labour councillors.
The Sedgley UKIP councillor is alleged to have breached the authority's code of conduct for comments he made in a pair of videos that he posted to his Facebook page last year.
In the videos, which were uploaded following a full council meeting, he described the Labour group as a 'procession of imbeciles', labelling them 'Socialist do-gooder bleeding heart Communist rat bags' and 'pathetic tin pot nobodies'.
He also referred to the authority's 'crony Mayor in his Dick Whittington outfit', and suggested it would be best for the people of Dudley if the Council House was demolished with all the councillors inside it.
The complaint against Mr Etheridge was brought by Labour group leader, Councillor Pete Lowe.
It prompted an independent investigation by John Austin, who concluded that the councillor had breached the members' code of conduct.
In his report, he said he failed to value colleagues and 'engage with them in an appropriate manner'; treat people with respect; and showed disrespect towards the Mayor, Councillor Dave Tyler.
Mr Austin accepted Mr Etheridge's 'ill chosen' comments about the Council House being demolished had been made 'tongue in cheek'.
Mr Etheridge, who is also a West Midlands MEP, has declined the council's efforts to resolve the matter and insists he stands by every word he said in the videos.
He said: "This politically inspired witch hunt and its phoney kangaroo court will not stop me expressing my opinions, and I will continue to speak up for the views of the people who elected me, and for the people out there in council areas who are having their services cut, who are having their council tax increased."
The standards committee will rule over the case against Mr Etheridge on February 27. He said he will not be attending the hearing as he holds 'the process, the charges and its members in complete contempt'.
If he is found to have breached the members' code, he can be sent on a training course and removed from any committee positions he holds on the council.
Mr Etheridge has previously suggested that the Labour group was trying to get him barred from the council chamber.
