Nursery rated 'inadequate' as Ofsted says children aren't safe

A nursery has been rated as inadequate by inspectors who found children were not safe and that nappy changing facilities were not clean.

Bright Stars Daycare, which is based in Heath Mill House, Heath Mill Road, Wombourne, was visited by Ofsted on March 6.

Inspector Parm Sansoyer rated the nursery as inadequate in the effectiveness of its leadership and management and in its work to ensure children's personal development, behaviour and welfare.

The report said: "Children's welfare and safety are not assured because risk assessment is weak.

"Not all hazards in the environment are identified and swift and prompt action is not taken to minimise and manage risks which have been identified.

"The nappy changing facilities are not suitable, safe or hygienic. This compromises children's health and welfare."

The report added: "Children's welfare is not assured. All staff do not have an up-to-date knowledge of safeguarding issues. As a result, all staff cannot identify concerns at the earliest opportunity and do not know the procedures to follow.

"The leadership and management team is ineffective in ensuring the children's safety, welfare and well-being. Roles and responsibilities are not clear as a result, the monitoring of welfare is weak and children's safety compromised."

But the report also said that teaching is consistently good across the nursery and that staff work closely with parents and involve them in their children's learning.

The nursery was rated as good in its quality of teaching, learning and assessment and in its outcomes for children.

Now Bright Stars Daycare has been given a four-part action plan to improve.

Nursery director Simon Thornthwaite said: "We were bitterly disappointed with the outcome of the inspection and were able to immediately resolve the flagged issues.

"We have held a full session of training around staff safeguarding and updated our risk assessment to ensure that we don't miss any health and safety issues going forward.

"We were pleased that our existing good rating was still in force for the care we give to children, the learning and development, staff knowledge and expertise in the overall quality of learning. We are determined to bounce back when we are reinspected."
